1. It is required to first install the component Application Initialization as per Optional: IIS Always running part 1
2. In the Connections pane, select Application Pools, and then select DefaultAppPool (if you are using a different AppPool, select that one) in the Application Pools window. Click Advanced Settings in the Actions pane on the right side.
3. In the display dialog, set the Start Mode to ‘AlwaysRunning’:
4. In the Connections pane, select the site (e.g. Elements) and use the context menu to select Manage Website => Advanced Settings…
5. In the Advanced Settings… dialog, set Preload Enabled to true
