You only get an error message that the web.config could not be properly read after upgrading to v2.5 SP 4 (v2.5.120.17963). Check your web.config and if you find the section rewrite, but your IIS server does not have the URL rewrite module installed (as per Install URL Rewrite Module), see:

To fix this, install the URL Rewrite Module as per section Install URL Rewrite Module in this manual or alternatively as follows:

1. Right-click in the IIS Manager and select Install Application from Gallery:

Note: If this Context menu option is not available, install the extension using Web Platform Installer directly.

2. Search for ‘URL rewrite’ in All Products:
